100 year old rough cut cement block building

Has never seen a drop of paint. Its a local landmark in a downtown area. The city is giving grants to cover half the cost so the owner wants it painted.
Think I should lay block filler first or just shoot primer? Its very rough. Im thinking to shoot primer followed with 2 coats of latex flat.
What would you do?
