is this poor texture by a painter?

I recently had some texture and paint work done.  when they originally did the texture they did a spray on and i wanted a skip trowel style.  no problem they said, and came to redo it.   after they finished, i found that they had textured and painted in the same day because they had another job the next day. The texture was still very wet.  Now what i have is small lumps or air bubbles and pits from what used to be air bubbles.  maybe the lumps are from the spray texture underneath.  Is it standard to paint over wet texture and are these pits and lumps from diong so?  Thanks for your help.

The texture should be completely dry before applying the paint, if not the moisture "draw" from the wet mudd can cause blisters and paint failure..  :(

It depends of the material used for the texture, but in most cases you should definitely not paint over wet texture because the paint will create a film and trap the moisture and that is bad....

I once saw the texture guys spray a coat of oil kilz across their new wet texture.
 Now that is about as bad of an idea as it gets.
