TSP rinsing

I am painting about 25 year old latex painted trims.  I want to wash the paint with tsp, but what does rinsing mean?  For example, one trim is about 6 inches wide and 10 feet long.  Would I make one pass with clean water sponge and second pass with other side of sponge?  Should I go just half way and turn over the sponge, rinse the sponge and make second passes?  I plan to use about 1/3 cup tsp in 1 gal water.  Thank you in advance.

A power washer would be the best idea both for cleaning and rinsing. If you plan to hand wash you might consider using a long handled brush and a pail to apply and scrub the trim then rinse well with a water hose. Allow to dry and you should be good to go.  :)
