peel bond

Can peel bond be reapplied over a new latex topcoat? I have been painting some exterior wood siding and have a couple of spots that did'nt turn out like I had hoped. I don't think I applied enough coats of peel bond to level them off. The areas are places I scraped where the paint came off to bear wood but have layers of old paint around them to make it uneven.
I don't think the areas are deep enough to use wood filler or is there something else I could use?

Sure.  You'll just have to top it off again- the peel bond wasn't meant to be left .
