New + Old Paint Peeling 1yr After Paint Job

Hi, I'm new to the forum so go easy on me please.  I bought my house ~6 yrs ago and it had been painted just prior to our purchasing it.  The house has an exterior deck that's made of pine, which had been painted the same colors as the house.  After 4 yrs the wood (which was ~ 10 yrs old by that time) had begun warping and splitting which were opening cracks in the paint.  So I decided to replace bad wood and repaint, changing the color slightly.  Not being a pro, I went at it with a scraper, an electric sander and wire-wheel in a high-speed drill.  I spent a lot of time going over as much of the existing paint as I could reach, convincing myself that what was left on it was stuck pretty hard.  I painted using Kelly-Moore deck paint (sorry, I'm a little fuzzy on exact type) using a sprayer for the majority of it, back-rolling whatever I could reach, and using a brush/roller on the detail-work.  About a year after painting the the new paint AND the old paint began peeling off, some in pretty large strips.  It looks like the new paint is stuck pretty hard to the old paint and is pulling it off the wood.  It looks like I have to repaint, Is this a fixable issue or will I have to strip everything to wood and start over?

It sounds like the old paint became stressed by the tensions added by the new paint, the result is failure of the entire paint structure. The only real solution is to strip the surface and start over. After stripping use a high end  deck stain, if you want the look of paint use a high end solid deck
stain with the matching primer.

Yeah, that's what I feared...Do you think that because the wood was cracking/splitting that water got into the wood and caused the paint to peel?  If so, then any repair work I do should include filling any cracks and splits or replacing the wood?   What's your recommendation for stripping? scrape? sand? bead blast? chemical?  Any reference material available?

I would do a chemical strip + pressure wash. Mad Dog does make a primer for problem decks and decks that are checking, splitting and peeling. This is the only one I know of that is specifically for decks.  http://maddogprimer.com/products/
