Is this paint or stain?

Question..I didn't think Stain had a "film" but my painter said that he thought the paint on the house were buying was something called Woodscapes. (He has only seen pictures) The home is cedar and it looked like paint to me so I thought I would ask you guys. Oh, also, the fence guy I had at the property today said he thought it was woodscapes also..I just can't get it in my head that "Stain" has a film..Anyway, pics below so what say you? Can you use "woodscapes" to paint right over this?

Thanks buddy! It's ok to re stain it with the same product? If the current "stain" has formed a film, how does the next application of the same product penetrate as it should? Sorry for all the questions, I really am trying to understand this process. On our other homes, we have hardi board and always use Porter Permanizer which is wonderful..

Just make sue it is the same product and you will be fine. I do not know the science as to how it works but it does.
