Peeling primer and paint

I have been spackling and painting a wall and continue to have problems with it. I added spackling to a dry wall joint and painted it with Benjamin Moore paint and it bubbled and peels when I try to correct it. So I re-sanded and painted it with primer and it the primer still cracked and peeled. I have attached a pic of one of the problem areas. I was told by the Home Depot paint department it may be the high humidity we are experiencing here in Alabama due to three weeks of rain due to Cindy. This is interior wall in an air conditioned home, so I'm struggling with that explanation. I used the Dab DekDry spackle on the dry wall joint.

Any advise would be appreciated, thanks!

Left over wall paper paste, silicon, or some such contaminate. Needs to scraped off and re done

No wall paper, same BM paint as original.
