Title: Spots bleeding through paint and spackle

Hello, I need help on this because I can't seem to figure out how to google this specific issue.  I'm helping a friend paint his house, and on the wall in the bathroom near the toilet there were some red dots we though kinda looked like blood.  We didn't pay it much mind, so we wiped it down then painted over it with latex paint.  We noticed like 5-10 minutes later it bled through and, to me, seemed just as vivid as it did before teh paint.

Long story short, we gave it like 4 coats and it still bled through.  After that my friend thought maybe we could Spackle over it.

Today my friend sent me an image of the wall.  The red dots bled through the spackle.  I'm kinda unsure what to do here except maybe call a priest?  Image below:

Hit is with a couple shots of BIN primer, then paint again
